How to register to Saudi Council of Engineers

According to the official site of Saudi Council of Engineers,  , it was established on December 4, 2002 by Royal Decree No. 36/m. It is a scientific vocational council to develop engineering profession in Saudi Arabia, and regulates licensing and engineering related practices. If you are an expat holding a resident id with an engineering profession you must register to the council.

Steps on how to register

1. Open the link https://www.saudieng.sa/English/pages/default.aspx

2. Select New User

3. Fill out the needed information on the registration form

4. Click REGISTER

SCE Membership for Technicians
A person who attained diploma certificate and may select the duration of membership for one/two/three years. The fee is paid in two parts (500 SAR as a one-time processing fee and 200 SAR for each year as opted).
 
How to register as technician with no certificate or no diploma

Authorization Letter, download from SCE website, fill out properly, and scan (click here to download the form).
Introduction letter from the current employer, attested by the Chamber of Commerce.
Copy of Iqama/Entry visa page in the passport.
Copy of Passport.

How to register as Technician (Diploma holder):

Upload the following documents to the SCE profile that you have created:
Attested diploma, both sides.
Authorization Letter, download from SCE website, fill out properly, and scan (click here to download the form).
Introduction letter from the current employer, attested by the Chamber of Commerce.
Copy of Iqama/Entry visa page in the passport.
Copy of Passport.
Personal Photograph (passport quality).

Memberships 

Types of memberships:

Full membership:

Professional registration only for Saudis, for a period of 3 years, costs 1250 SAR, at grade of “Engineer”.

Expat Engineer with Engineering Profession:

Professional registration only for Non-Saudi engineers whose residence permit/visa carries “Engineer” profession, for a period of 3 years, costs 1250 SAR, at grade of “Engineer”.

Expat Engineer with Non-Engineering Profession:

Professional registration only for Non-Saudi engineers whose residence permit/visa carries a profession other than engineering, for a period of 3 years, costs 1250 SAR, at grade of “Engineer”.

Non-Resident Foreign Engineer:

Professional registration only for Non-Saudi engineer who currently does not possess residence status in Saudi Arabia, but invited to work by a Saudi employer; membership is valid for 3 years and costs 1250 SAR, at grade of “Engineer”.

Student membership:

It is a free membership for students who are currently pursuing engineering education. Valid for one year, and renewable.

Technician Membership:

For holders of engineering qualifications lower than a bachelor degree; valid for one, two, or three years, at 600.00 for first year and 100.00 SR for subsequent years each.

Interested in Engineering:

A membership given to individuals who do not possess engineering certificates but are keen and active in engineering; valid for one year, costs 100.00 SR, renewable.

Membership Card and Certificate 

Membership card and certificate are issued after assessment and verification of the submitted academic credentials for genuineness from the issuing institute/university. This process may take up to three months.

Certificate and card could be collected from SCE offices or request for a courier delivery through the personal account at SCE e-portal upon payment of 50.00 SR against courier service charge, payable through SADAD. Expected normal delivery period is 7-10 working days.

Profession Change:

Profession change from non-engineering profession to Engineering profession:

Expat engineers who enter the Kingdom with a non-engineering visa, and willing to practice engineering, should apply for profession change after the initial acceptance as a member in the Council and the payment, done online through the portal of Labor Office. No document/letter from SCE is required.

Profession change from engineering profession to non-engineering profession:

Any expat who enter the Kingdom with an engineering profession visa, and applied to SCE, but rejected due to non-compliance, should apply for profession change to an appropriate non-engineering profession through the Labor Office. A temporary approval for 10 days will be granted for the legal process upon submission of a written agreement by the employer.

Passport update:

  • If an engineer, who had a non-engineering profession in his visa/Iqama and changed his profession to “engineer” through Labor Office, should update his passport status at his profile at SCE e-portal.
  • The member should update his passport status at his profile at SCE e-portal immediately after each Iqama renewal.

    1. Hi! My name is Cresolugo I. Baclayon and recently i just go for final exit last March of 2023. Now JAL international just hired me recently and i’m processing my paper now and unfortunately they needed me to register on Saudi Council of Engineers, which they send me a link where supposed to register but the link itself rejected my passport since it was link to my border number from the previous employer. I’m still an active member of saudi council of engineers which it will expired on 2024. My inquiries is that how am i going to register if my information is already on their data base and agency insisted to register again

      1. You will use your old registration, you can not register another account if you are still active. Explain the policy to your agency, some agency doesn’t know about how Saudi agency process & protocol. You can log in to your account and print all the certificates needed, send it to the agency.     2. Hi, I would like to ask for some help.
      I registered an account in the SCE but I find some incorrect data on my file, so I decided to do it again, delete my account and register a new one the problem is when I registered a new account there is an error that my Passport no. (Iqama or Border number already exist).

      Quick question, will the registration should be upon arrival to the Kingdom or before? I’m in the tail end of my application going to the Kingdom. The Phil. agency requested me to register in SECR; however, i cannot use my local mobile number because the SECR website allow 9digits only, while ours is 10, so i cannot proceed. Is there anyway to complete it outside the Kingdom?

    5. Hi, I would like to ask for some help.
      I exit Saudi last June 2022 because the agency I worked for cannot renew my SCE not unless it’s for exit. My SCE membership expired last January 2023. Now, a new agency hired me but I need to renew my SCE membership before they can process my visa. However, upon checking SCE, I needed to convert my membership from temporary to permanent. I uploaded my diploma, TOR and CAV (from my school – as the agency told me that it’s valid). Now, my question is, what should I do if SCE rejects my request? What are the things should I do to make sure that my SCE membership will be renew?
